How to Start an Export Business in Bangladesh: Compliance, Buyers, and Logistics
To start an export business in Bangladesh, set up your business with a trade license and tax registration, open a bank account with an authorized dealer bank, and get an ERC from CCI&E. Then confirm your HS code, BIN and product permits, check the buyer's import rules, agree payment terms, and repatriate proceeds within four months.
Scope: this guide covers goods exports. Rules, tariffs and incentives below are dated where they can change. Confirm the current position with CCI&E, Bangladesh Bank, Customs and the destination country's authority before you ship. Updated 21 September 2026.
Key Takeaways
Exporters register with CCI&E for an ERC, which is applied for online. Bangladesh Customs also lists the ERC and VAT registration (BIN) among its general export documents.
Export proceeds must reach Bangladesh within four months of shipment, unless Bangladesh Bank authorizes otherwise.
Total merchandise exports were $48 billion in FY2026, down 0.58%. Garments were $38.7 billion of that.
Check your HS code, product permits and the destination's tariff and import rules before you quote.
In Bangladesh, Chattogram Port handles nearly 98% of containerized import and export trade, so plan the inland leg early.
Most people who want to start an export business in Bangladesh get stuck on the same three questions. What papers do I need? Who will buy from me? How do I get paid, and how does the cargo reach the buyer? This guide answers all three with the rules in force in September 2026.
Several core steps are now online. If you are ready to register your business, BanglaBiz's Business Starter Package combines five initial setup approvals into one application. The ERC is a separate approval issued by CCI&E.
Bangladesh earned $48 billion from goods exports in FY2026, and more than 80% came from garments. Leather goods, jute goods and engineering products are much smaller sectors, and several grew faster than garments last year.
The registrations you need before the first shipment
The Export Policy 2024-27 lists getting the ERC from the Office of the Chief Controller of Imports and Exports (CCI&E) as step one of the export process. Bangladesh Bank tells banks to confirm that exporters are registered under the Importers, Exporters and Indentors (Registration) Order 2023.
Requirement | What it is | Where it comes from |
|---|---|---|
Legal form | Sole proprietorship, partnership firm or limited company | RJSC for firms and companies |
Trade license | Local authorization for your business address | City corporation, municipality or union parishad |
Tax registration | TIN, part of your business and tax setup | National Board of Revenue |
ERC | Export Registration Certificate | CCI&E, through its online portal |
BIN | VAT registration, listed among Customs' general export documents | National Board of Revenue |
Business bank account with an authorized dealer (AD) bank | An AD bank handles the foreign exchange side of exports, including EXP processing and realization of proceeds | A commercial bank licensed as an AD |
Customs lists the ERC and BIN among its general export documents, alongside the sales contract or LC, EXP form, invoice, packing list, transport document and certificate of origin. Exact VAT obligations depend on your business, so confirm them with NBR. The Customs Import Export Hub also lists product-specific documents by HS code, but Customs warns its list may not be exhaustive, so check the underlying legislation for your product.
Pick your legal form first. A sole proprietorship is quick and cheap. A limited company gives you limited liability, which helps once you carry stock and sign foreign contracts.
The BanglaBiz Business Starter Package covers name clearance, a temporary bank account, incorporation, e-TIN and trade license. BIDA says the package is designed to complete those five approvals within three working days. It does not include the ERC.
Read the tax basics for startups before your first invoice. CCI&E asks for tax documents at registration and an income tax certificate or return slip at renewal.
Open your business bank account with an AD bank that has a working export desk. A bank certificate may also be requested for registration or financing.
Applying for the ERC
Apply through the CCI&E online portal. Its notices say manual challans are not accepted, renewals can run for one to five years, and renewal applications should go in at least 60 days before expiry to avoid a penalty. Legal guidance on the 2023 Order describes the first ERC as valid for one year, so confirm the term on your certificate. Requirements can change, so use the current CCI&E application checklist rather than an older one found elsewhere. Fees are in the CCI&E fee notice.
Origin proof and bonded inputs
Selling to the EU under its preferential scheme? Ask EPB about REX registration, which lets registered exporters declare origin on their own documents. Start with EPB's REX guidance. Other preference schemes have their own procedures and issuing bodies, so check each one for your destination.
If you import fabric, packaging or other inputs to make export goods, ask NBR about a bonded warehouse or duty drawback. The FY2026-27 budget speech proposed bond facilities beyond garments, including three-year general bonds instead of one-year for fully export-oriented leather goods, footwear, towel, linen and home textile makers. Confirm the final rule with NBR.
Start an export business in Bangladesh with the right product
Choose the product, then check its classification and restrictions before you spend on samples.
Read Appendix 1 (prohibited goods) and Appendix 2 (conditional goods) of the Export Policy. Most goods are freely exportable, but conditional goods carry extra rules. Find your HS code with the Customs Import Export Hub, because it drives the tariff, certificates, origin rules and sometimes licensing at both ends.
For context, EPB's provisional data put total merchandise exports at $48.00 billion in FY2025-26, down 0.58% from $48.28 billion, according to BSS. The government's target was $55 billion, The Business Standard reported.
Sector | FY2026 exports | Change from FY2025 |
|---|---|---|
Ready-made garments | $38.70 billion | -1.64% |
Leather and leather products | $1.23 billion | +7.09% |
Jute and jute goods | $883.69 million | +7.75% |
Engineering products grew 21.77% and home textiles 6.52%. Growth from a small base can reflect a few large orders or timing, so read these figures as market context, not proof of easy entry.
The Export Policy 2024-27 lists 15 highest priority goods groups, including pharmaceuticals, plastics, footwear and leather goods, jute goods, processed agricultural products, light engineering, furniture, home textiles and handicrafts. It has a separate special development list. The policy provides support measures for priority products, but eligibility for each facility depends on separate banking, Customs, NBR and other rules.
How to find your first export buyers
For many first-time exporters, finding and qualifying buyers is as hard as the paperwork. Routes include:
EPB and the Bangladesh Trade Portal. The policy commits EPB to market intelligence and to helping firms join trade fairs, with attention to small and women entrepreneurs.
Buying houses and agents. Foreign agent commission above 5% needs prior Bangladesh Bank approval through your AD bank.
Large online marketplaces. Bangladesh Bank allows business-to-consumer exports through them on CFR terms, up to $5,000 per transaction. Shipments up to $1,000 per shipment need no EXP form if full payment came in advance through banking channels or legitimate digital payment systems.
Trade fairs and direct outreach to importers, starting from EPB's exporter database.
Send samples through the official channel. Under the policy, samples not on the prohibited list, and excluding medicine, are outside the normal export controls up to $10,000 a year per exporter at FOB value, with separate limits for some sectors. Bangladesh Bank also exempts bona fide trade samples from EXP declaration and repatriation.
Check the buyer as hard as your bank will. Bangladesh Bank tells banks to take extra care with buyers on contract-only and collection shipments. Ask for company registration papers, trade references and a credit report before you sell on open account.
Large buyers commonly ask for social compliance and product safety certificates, and the policy encourages ISO 9000, ISO 14000 and ISO 22000. If your product needs a quality certificate, get it from the right body, such as BSTI or the Department of Fisheries, and hand it to customs.
Check the destination's rules
Bangladesh's rules are half the picture. Before you quote, check the buyer country's tariff for your HS code, product standards, labelling, food or plant health certificates, chemical rules and importer registration. The buyer usually knows these, but ask for them in writing.
Contracts, payment terms and getting paid
Agree the payment method before you buy raw materials.
Method | How it works | Main risk | Bangladesh rule |
|---|---|---|---|
Letter of credit | The buyer's bank promises to pay against matching documents | One document error can delay payment | The policy asks banks to consider export credit of up to 90% of an irrevocable LC or confirmed contract |
Advance payment | The buyer pays before you ship | The buyer must trust you | Recorded on an advance receipt voucher, with conditions on interest and shipment timing |
Documentary collection | Banks pass documents to the buyer against payment or acceptance | The buyer may not pay or accept | Allowed under international collection rules |
Open account | You ship first and the buyer pays later | Non-payment | Allowed under Bangladesh Bank's conditions, including payment undertaking or risk cover arrangements where required |
Under the 30 July 2026 circular, advance payments carry no interest and export must follow within one year. For open account, certain payment-risk cover and early-payment arrangements are subject to a cost ceiling of 3% over a benchmark rate such as SOFR.
You can also export without an LC on a sales contract, purchase order or advance payment, once your AD bank issues the EXP form. A well-drafted export contract should address trade-specific terms such as Incoterms, governing law, inspection and dispute resolution. Have a lawyer with trade experience review it, and use the startup legal checklist for the general basics.
Bangladesh Bank allows EXW, FCA, FOB, FAS, CFR, CIF, CPT and CIP when the contract or LC names them. Which one suits you depends on the product, the cargo and your bargaining position.
After shipment, the paperwork has a clock on it:
The EXP is processed through the applicable electronic system. Follow your AD bank's procedure for any required signed hard copy.
Customs issues the Bill of Export.
Where a signed hard copy is required, submit it to your AD bank with the certified Bill of Export and shipping documents within the prescribed 14-day period.
Export proceeds must reach Bangladesh within four months. Raw jute and jute goods can have up to 360 days under an irrevocable confirmed LC or qualifying open-account terms.
The bank issues a Proceeds Realization Certificate.
The Bangladesh Bank export circular of 30 July 2026 consolidates and replaces the July 2025 instructions and is valid for one year from issuance. It allows exceptions with Bangladesh Bank authorization.
Late repatriation without authorization can lead to action under the Foreign Exchange Regulation Act. Separately, Bangladesh Bank's EDF master circular restricts further Export Development Fund financing for exporters with overdue export proceeds, according to a July 2026 BSS report. The EDF lends foreign currency to manufacturer-exporters for imported inputs, for 180 days extendable to 270, and banks assess eligibility. It is not open to every new exporter. Cash incentives also apply only to proceeds realized in time.
If a buyer pays late, invoice financing may bridge the gap.
You can keep part of your repatriated proceeds in an Exporters' Retention Quota account. On 22 July 2026 Bangladesh Bank doubled the limit for goods with high import content from 7.5% to 15% of repatriated FOB value, BSS reported. Different categories have different limits, so check Part O of the circular.
Logistics from factory to buyer
Chattogram Port handled about 3.5 million TEUs in FY2026, a record, according to Chattogram Port data, which also reports 100% e-gate access and paperless port services. The port handles nearly 98% of Bangladesh's containerized import and export trade. The average container dwell time was 9.44 days between January and November 2025, with vessel turnaround at 2.53 days, per BSS.
Route | Best for | Notes |
|---|---|---|
Sea via Chattogram | Container cargo | Inland container depots at Kamalapur in Dhaka and Pangaon in Keraniganj feed the port |
Air via Dhaka | Perishables, samples, high-value goods | The policy includes measures to improve chilled-room and cargo facilities at the airport's Third Terminal |
Truck to port or depot | The inland leg for sea cargo | Book early in peak season |
You do not have to use a freight forwarder for every shipment, but if you do, use one authorized under the applicable Customs rules. BGMEA's president told The Business Standard that energy shortages, high interest rates and weak logistics are still holding exporters back, so build slack into your lead times.
Tariffs, LDC graduation and support measures in 2026
Market-access changes and Bangladesh's own support measures are separate issues. Check both before you sign a price.
Market-access issue | Status on 21 September 2026 |
|---|---|
US tariff | A 10% Section 301 duty on Bangladeshi goods took effect on 24 July, with exemptions set out in the notice. The Daily Star reports it keeps the total tariff on Bangladeshi garments at 25.62%. Check your HS code |
LDC graduation | The UN says Bangladesh is scheduled to graduate on 24 November 2026. Bangladesh asked to extend the preparatory period, the CDP found that appropriate, ECOSOC recommended General Assembly action before 24 November, and the Assembly has yet to decide |
EU preferences | The EU says Bangladesh keeps duty-free EBA access for three more years after graduation, at least until the end of 2029 |
Trade agreements affecting competing suppliers | India concluded an FTA with the EU in 2026 that is not yet applying. Vietnam already has one. Effects vary by product |
On the US, USTR's announcement names Bangladesh among the economies at the 10% rate and says it will establish tariff-rate quotas tied to US cotton and textile inputs when feasible. The Daily Star reported that the duty replaced a temporary tariff that expired the day before, after the US Supreme Court struck down the earlier reciprocal tariffs in February.
On LDC status, see the UN LDC portal. The commerce secretary told The Daily Star a General Assembly decision may come on 22 or 23 September. That is an expectation, not a confirmed date. Without consensus the request needs a two-thirds vote.
On the EU, the EU's GSP Q&A says Bangladesh, Nepal and Lao PDR keep EBA preferences for three more years after graduation, and can apply for GSP+. The new EU rules apply from 1 January 2027. Bangladesh's Export Policy estimates an average duty of about 10% after EBA preferences end, which is why the end-2029 date matters for contracts you sign now.
Bangladesh's own support is separate. A Bangladesh Bank circular of 5 July 2026 continues cash incentives for 43 specified sectors at 0.30% to 10% on shipments from 1 July 2026 to 30 June 2027, BSS reported. Eligibility is item-specific, and payment depends on timely repatriation and documents. The Export Policy discusses the need to replace or redesign export support as Bangladesh moves beyond LDC-specific flexibilities, so avoid building your margin on incentives.
What a Bangladeshi exporter shows
PRAN-RFL Group started exporting in 1997 by sending products to France. In 2022, BSS reported that it had exported $532 million in FY2021-22 and was shipping regularly to 145 countries. Its chairman also named missing liner services, higher freight and too few containers as brakes on growth. Starting narrow and widening as orders prove out is a sensible approach for a newcomer, but it is a suggestion, not something the company's history proves.
A 90-day plan for a first-time exporter
These are targets, not official processing times, and the order can change with your product.
Days 1 to 10: pick a product and two target countries. Find the HS code, check the policy appendices, the product-specific certificates and permits for that HS code, and each destination's tariff and import rules.
Days 1 to 20: form the business, get the trade license and tax registration, confirm BIN with NBR, and open the AD bank account.
Days 10 to 30: file the ERC on the CCI&E portal. Ask EPB about REX or other origin proof if you target a preferential market.
Days 20 to 45: make samples, cost them in dollars on your chosen Incoterm, and draft a quote with a tariff clause.
Days 30 to 75: contact importers, agents and buying houses, and send samples through the official channel.
Days 60 to 90: agree payment terms, then brief your bank and any forwarder before the purchase order arrives.
First shipment: process the EXP, collect the Bill of Export, meet the 14-day document period, and diary the four-month repatriation date.

Your next move: one product, one buyer
Exporting from Bangladesh combines compliance with selling. Many core registration and export-document steps are now digital, but you still deal with several agencies and a foreign buyer.
Choose one product you can make consistently, confirm its HS code and destination rules, and find one buyer willing to review a sample. File the ERC while you wait for that buyer's reply.
As of 21 September 2026, the UN lists Bangladesh's LDC graduation date as 24 November 2026, pending the General Assembly's decision on the requested extension. Bangladesh Bank's 30 July 2026 consolidated export circular is valid for one year from issuance. Write a tariff clause into your quote, agree the payment method in writing, and brief your AD bank before the order arrives.
Make your first shipment a small one, get the documents right, and diary the four-month repatriation date.
